world trade organization (wto)
The Doha Round
The World Trade Organization (WTO) is an organization created with the aim of supervising and liberalizing international trade. The WTO was officially created on January 1, 1995, with the Marrakesh Agreement, replacing the General Agreement on Tariffs and Trade (GATT), which began in 1947. The organization deals with the regulation of trade among its member countries, providing a framework for the negotiation and formalization of trade agreements and a dispute settlement procedure aimed at increasing participants' adherence to WTO agreements, which are signed by the representatives of the governments of the Member States and ratified by the national parliaments (THORSTENSEN, 1999).

The Situation in Western Sahara
The Charter of the United Nations (1945) gives the UN Security Council primary responsibility for the maintenance of international peace and security. In fulfilling this responsibility, the Council may adopt a range of measures, including the establishment of a UN peacekeeping operation. The Council is composed of 15 members, five permanent members with veto powers: the United States, France, the United Kingdom, Russia and the People's Republic of China. The remaining ten members are elected by the General Assembly for two-year terms. All Member States are obligated to comply with Council decisions. Therefore, all members of the UN have to agree to, and carry out, the decisions of the Security Council. While other organs of the United Nations make recommendations to member states, only the Security Council has the power to make decisions that member states are then obligated to implement under the Charter.
